Respected Sir,
Kind reference is invited towards Association’s Letters dated 21.01.2021 a 09.02.2021 for an
urgent meeting with the representatives of the Association in which agenda item no 1 was regarding
delay in due promotions from AAO to A0 Grade as well as request transfers in AAO/AO/Sr.AO etc.
grades. In this connection it is again reiterated that as per dopt guidelines unless specifically
injunction by Hon’ble Court/Tribunal directing to remain the post vacant on regular basis, posts
should not be kept vacant.
Presently approximately 40 posts of A0 are lying vacant out of 94. Further all the vacant
posts (apprx.230 posts) of Sr. A0 has already been downgraded into A0 level vide your good office
O.M. No. 4-14/20021 -PACE/AA0 to AO dated 19.11.20020, as such more than 270 posts to AO grade
are lying vacant. Now some AAOs are getting promotion in A0 grade on local officiating basl.s while
some seniors/high rankers including some SC/ST candidates are depriving of thei.r promotion due to
inordinate delay in regular promotion in A0 cadre. The further extension of present local officiating
arrangements in next spell may result in recurring loss to many of the senior/high ranker AAOs.
While consideration of centralized ad-hoc promotion in AO grade till regular promotions are
materiall.sed would enable promotions to rightly eligible officers in AAO grade simultaneously the
request transfers in AAO/A0 grades can also be considerecl.
We, therefore, reciuest to your good selves to kindly consider the centralized ad-hoc
promotion in place of officiating arrangements in AO grade till regular promotions are materialised
and speed up the matter of regular Promotion on priority basis, please.
